Create the Privacy settings page #24

Should be reachable from the settings page.

Remember: If someone already has an account, but he/she has a new email address, you can change the email address on their profile page.

Should give the options who can see the profile picture, who can see the groups a user is joined, to change the password, to change the email address, to delete the accout.
