Adding 3 new privacy policy pages:

Also need to add three items to EDXAPP_MKTG_URL_LINK_MAP:

PRIVACY-POLICY/CALIFORNIA-PRIVACY-RIGHTS: "/privacy-policy/california-privacy-rights.html"
PRIVACY-POLICY/EUROPEAN-RIGHTS: "/privacy-policy/european-rights.html"
PRIVACY-POLICY/PRIVACY-SHIELD-NOTICE: "/privacy-policy/privacy-shield-notice.html"
