migrate tscc doc for tscc 2

tscc 1.0 has been retired and tscc 2.0 is the new flashy toy in town. We need to update the docs to explain how to use it!

still to do:

• [ ] do we still have a hotel allocation?
• [ ] verify the section titled "Debugging jobs the OS killed" is still valid
• [ ] verify the section titled "Managing funds" is still valid
• [ ] compare the tscc docs to the expanse docs to ensure we aren't leaving anything out
• [x] describe how to set up graphical applications like IGV. For Windows, explain how to use WSL's X-server
• [x] describe how to set up one's ssh config
• [x] explain how to set up slack notifications
• [x] add other folders to the list of communal lab resources. We can add pangenomes, UKB, etc
• [ ] explain how to get access to TSCC
