Package, test, and dockerize #6

This PR implements the following things:

setup.py and setup.cfg to allow installing indra_network_search as a package along with its dependencies
.github/workflows/tests.yml to set up testing on Github actions, currently failing for reasons likely unrelated to this branch
Dockerfile for containerizing and deploying the network search service back-end

The tests fail because of a dependency in the depmap repo not being merged into master there, fixing it now.

Of the tests that error, only one shouldn't, the other tests rely on connecting to the DB or are old and will be deleted in #7. I'll have to look into the one that shouldn't fail.

I marked the relevant tests with "notravis", and all tests that are run are passing in #7, so I'll merge this PR via #7.
