fallback locale does not work #261

Describe the bug

The ui does not use the fallback locale if one access it with an unknown locale.

To Reproduce

  1. Set browser locale to 'it'
  2. (clear localstorage)
  3. Access ui

Expected behavior

Fallback to to default locale. (english).
