Use alt="" for decorative images #21

If you get to really see the alternative text instead of the images (like
the GNOME foot or the ((pt)) language code), you quickly realize they are
redundant. In example, there's the GNOME foot and then the "GNOME" word. If
you see the alt text instead of the image, you'll read "GNOME GNOME",
because the GNOME Foot has alt="GNOME". Same for the languages, if the
((pt)) is not displayed, you see "pt Portuguese"; the "pt" is superfluous.
So, in both examples and similiar situations, I suggest you to use alt=""
(which is much better than no alt).

I reviewed all uses of alt on the site.  I followed your advice to set an empty
alternate string for icons in the language selection box and on the list of 
projects.
 However, I left them in the results, because there is no text that could substitute
them there.
