The ability to see if a given account is Classic or Universal Analytics #404

Name of related component: Management API

Request summary:
Currently there is no way to see though the Management API if an account is 
Classic or Universal Analytics.  

Use Cases:
This Feature will be used to better improve the user experience in Applications 
using the Management API. It is necessary for deciding which dimensions and 
metrics to make available for a query.  Also any application that assists in 
creating the Analytics snippet for inserting into a site will need to know 
which type of account is in order to display the correct information to the 
user.

A field should be added in the _webproperty_ schema which signifies whether the 
property is classic or universal.

@eliy...@analytics-ninja.com  Good point it should be at the Web Property level 
not the account level.

It is very pitty loose of functionality.

I could imagine only one way to deal with it - push custom variable and try to 
read it.
