Programatically view and change settings of 'Tracking info' features on Property-level admin. #821

Use Cases:
We maintain hundreds of GA Accounts and in many of them there is a significant 
traffic from search engines that are considered as Referrals. Also our clients 
usually use multiple local payment gateways which should be listed in Referral 
Exclusion List.

We would like like to have the ability to programatically improve the client's 
GA implementation and fix traffic sources information.

We would provide a tool to wide range of digital marketers within our service 
that would help our clients to fix this in just one click.
