Please re-migrate from SVN to GIT, but this time correctly #100

ATM -- git repository reflects previous directory structure of the SVN 
repository, instead of being a proper GIT repository with tags corresponding to 
the releases etc.  This makes it awkward to include this repository as a 
submodule into another project (that is what I hoped to do ;) )

if original SVN is available somewhere -- git svn clone -s   could be used to 
accomplish 99% of the mission and get a nice GIT repository

Since it is only few commits since the migration -- those could be easily 
rebased manually adjusting the patches in a series

This probably isn't going to happen since ipaddr-py has been accepted into the 
python stdlib as the slightly different library ipaddress. I won't be deleting 
this project, but I don't plan on spending much time maintaining it (since 
maintenance will be happening on the ipaddress library instead).
