Page Up / Page Down keys not always work.

What steps will reproduce the problem?
1. Open some chm file;
2. Open some page in this chm;
3. Move focus to the right panel by click mouse in right panel;
4. Try to use Pageup/Pagedown keys to move view in right panel;
5. These two keys not always work, in most page, they work, but in some (very 
little) page, they not work.
