Make the Splash Screen Optional

It would be extremely nice to be able to disable the splash screen.  Some 
people consider them a nuisance, and chmsee doesn't have long startup times 
that would necessitate a splash.

Attached is a patch to add a splash screen field to the config file (note: it 
doesn't add a checkbox for it in the preferences menu).

You are right, on modern pc box, this splash becomes a flash.

The patch is already applied to github, thank you!
