Fixes two issues in relation to using async signature generation with QUIC:

When resuming the handshake, allow quicly to supply empty input.
Return correct read epoch while crypto is generating the signature, otherwise there's risk of hitting an assertion failure when a CRYPTO frame is received during generation.
