docs: 📝 initial public documentation #50

This is my attempt to provide a public documentation for the h2o-cloud-discovery library.

Uses https://h2oai.github.io/makersaurus/ as a "driver" and Pydoc Markdown for generated API documentation.

Closing this as we agreed to have whole discovery documentation in the platform docs. I'll be attaching API reference docs into the release.
