Requirement

There is a requirement by Michal on mandatory rules and settings that should be configured in GH repos to cater to the SOC2 compliance requirements. #366

Added branch rules and added synk for status check.
Admin access to the repo restricted except for special cases and it should be approved by the Ops leadership if needed (Jeff/MichalM).
