Refresh buttons in Flow should allow automatic (polled) refresh, like the AutoML one #11235

It's a really helpful feature that Flow can auto-refresh the Leaderboard or AutoML. It's be really useful to allow this on all the refresh buttons. Examples where I manually refresh all the time are are getJobs, grid inspect 'summary', _grid inspect 'scoringhistory', getCloud.

I really like the term monitor that Prithvi used for the leaderboard.
