Improve MOJO API for working with offset column #8560

Currently, there is no generic API to work with the offset column. Users need to call functions {{predictBinomial}}, {{predictRegression}} … corresponding to the Model Category. Offset needs to be specified as a separate parameter.

We should make this functionality independent of the model category and provide a way to specify the offset value in RowData structure.
