Flow UI displays TargetEncoder parameters in "unusual" order #8616

They should be reordered by adding a static String\[] fields parameter to TargetEncoderV3 in replacement of current public String\[] fields() method. Also, API annotation should include level for non-critical params to improve form layout in Flow.

Annotation for {{k}} and {{f}} may also benefit from a label, like {{inflation}} and {{smoothing}} .
