Documentation: Update link to RSparkling documentation on docs.h2o.ai site

RSparkling is now in it's own repo. The link on the main documentation site should point to: https://github.com/h2oai/rsparkling

In addition, add a pointer to this on the older site (https://github.com/h2oai/sparkling-water/blob/rel-2.0/r/README.md) so that users who may have bookmarked this link can be directed to the new location.

Angela Bartz commented: For the change to the docs.h2o.ai site, submitted pull request 620 in H2O repo. For the change to the readme in /sparkling-water/rel-2.0/r/README, submitted pull request 156 in the sparkling-water repo.

Angela Bartz commented: Doc site points to the new rsparkling repo. The /r folder has been removed from the sparkling water repo, so no need to update the readme with the new location.
