Move RSparkling package into separated repo #5102

Motivation:

RSparkling code is independent on Sparkling Water code
Sparkling Water is only referenced by a binary version (e.g., 1.6.2)

Hence, it does not make sense to keep RSparkling inside the same repo and propagate it into Sparkling Water release branches. It makes good sense to keep it in separated repo.
