Goal Allow developing apps and dashboards in R; feature-parity with Python API.

Phases

[x] Initial qgen UI API scaffolding.
[x] Initial support for scripts (not apps), bundled as an R package that can be installed without CRAN (R CMD INSTALL?).
[x] Port 5-10 examples from Python to R.
[x] Use examples to refine API design.
[x] Ship support for scripts (dashboards only): #612
[ ] API improvements #773
[x] Plan support for apps.
[ ] Implement R apps

Changed to feature-issue. Let's use this to track the implementation for interactive apps.
