JAT 95 Move loading state to individual sections #35

Summary

Move loading state to individual subsections for a better UX.

Note: Pointing this PR at jat-30 for now. Will perform the necessary rebase / clean up necessary once jat-30 is merged.

Changes

Add Spinner component using css to animate
Add loading state to each subsection and remove global one

Refactor

Rename scss classes to use kebab case for consistency
Change overall app layout to use a grid layout for better control and less clutter of elements and class names
