JAT-25 Parameterize frequency for each gain band

Changes

Added setFrequency function to equalizerAPI
Change displayed frequencies to be NumberInputs with arrows for more granular control
Updated NumberInput component:
- Resize according to input content width
- Apply changes on both tab and enter key presses
- Discard changes on blur and on escape key press
- Add asterisk to indicate an unsaved change
- Move "local" state variable inside NumberInput rather than storing it in the parent
- Add optional arrow buttons for increasing/decreasing by one

Refactor arrow buttons into a ArrowButton component
Add throttling to Slider component
- Add new useThrottle hook to utils
- Wrap the setValue call in a throttle
