Add Figaro? #18

This would be primarily for amplicons with a minor overlap; might work best as a simple helper script.

There is a docker available, but it's not clear whether it will work in singularity or how well the current software is maintained, and (thinking about it) I'd say it's not necessary to have it integrated into the workflow, but recommended for optimizing the parameters if questions arise. So we'll document it as such and leave it there...
