Update to latest version of CKEditor (4.17.1) #138

The current version appears to be 4.16.1 as per ff0de697

There have been numerous fixes since then, refer to the changelog: https://github.com/ckeditor/ckeditor4/blob/master/CHANGES.md#ckeditor-4162

Of most importance, is the resolution of several security issues in the editor
