And libaec to 1.0.6 while I'm looking at it.

I ran this build manually and it worked: https://github.com/h5py/hdf5-manylinux/actions/runs/6158516222 . The new container images are uploaded. So I'll merge this now.

There are some deprecation warnings on Github actions; I'll tackle those separately.
