Python 3.4 is EOL on Saturday and no longer receiving security updates (or any updates) from the core Python team.

Add support for Python 3.7, and test on 3.8-dev too; they need Xenial on Travis CI.
Unpin Pillow on the CIs so the most recent is supported.
Add python_requires to help pip.
Upgrade Python syntax with pyupgrade.
