Make telemetry optional #5

This adds a new setting, SENDTELEMETRY, which allows the internal telemetry beacons to be disabled, for example if telemetry is being used for another purpose via the spool directory.

Just forked this project to my Github and also added your modifications. I also opened a pull request https://github.com/ha5di/DIXPRS/pull/6 and afterwrds noticed yours is open since 2 years. Is this project still maintained by its original author ?
