Update ext_localconf, fix for #12 #13

This is my fix for https://github.com/haassie/rh_recaptcha/issues/12. Could you please check everything is still working for you (before accepting)? At my installation, captcha is still working fine, I also checked creating new formulars with captcha. The Install tool now no longer displays the message mentioned in #12. So everything is looking good at my point of view.

The problem is solved with the solution from #15.
