validation annotation tool

Story: As an annotator, if I'm validating a trained professional's annotations, I want to be able to incorporate some filters through the images to see, what I need to validate. We need the validation of the lab image annotations as part of our experimental protocol, since other researchers followed the same protocol. Therefore, this must be done this sprint, before the official data collection begins.

Design Features:

• poll of agreements for an image
• show status of an image (approved, in review, not annotated)
• sort images based off poll

Due Date: No later than Friday 6/7/19. No exceptions.

DoD: I should be able to click a submit button that shows how many images I've validated

• [ ] ML Eng should be able to retrieve the validated labels from a csv/json
