Should org-levels be of different colors?

I prefer them to be same color no matter what level it is -- there are number * to distinguish them.

On the other hand I can see all(?) themes have them color coded.

Outline mode is color coded:

But outline levels don't have TODO/DONE/... which should play nicely with org-levels.
