Switching to Apache 2.0 license as per our internal discussions. The legal terms in the Apache 2.0 license are more clear, and the explicit contribution clause should help clarify our policy for
contributions from outside the University.
While updating the license information for our tests, I also fixed some broken tests and removed some obsolete tests. Since this change set was already touching basically all of the source files, I'm also including the change from .h => .hpp for C++ header files (issue #10).
