[x] test implementaiton (untested)
[x] change how the frequency toggling works (we don't need as many cycles as we have)
[x] remove the commands that toggle each key/modifier individual, it is an annoying feature to implement, and not very helpful\
[x] get tests working on modified frequency toggling
