Update StatusPage to alert for communication outages #4022

We currently use StatusPage to provide operational visibility to users of Habitat.

As an community-driven open-source project, communication channels are also important resources. When we have communication outages (e.g., Slack goes down), it would be nice to alert through StatusPage (under a different category... perhaps "Communication Channels"). Furthermore, it would be nice to auto-Tweet a message to the effect of "Habitat is currently experiencing a Slack outage. If you are having issues, please file a Github Issue [LINK] which we will monitor." When the incident is closed, a corresponding auto-Tweet would also be great.

Since we use Github for authentication, it'd also be useful to show when Github is having issues, since that would potentially impact our users as well.
