Cloud Foundry Exporter: the next generation

The cloudfoundry exporter is due for a re-write in the style of the new docker and tar exporters.

The resultant exporter should:

be written in rust
follow the patterns of the docker exporter work by @fnichol
include hab-launcher in exports (which you probably get for free by leveraging the docker exporter)
follow a standard way across all new exporters as to where generated exports are stored (per #4104)
The tar exporter card #4172 has some good notes and such

There's https://github.com/habitat-sh/habitat/pull/4854 for fixing the shell-based CF exporter and https://github.com/habitat-sh/habitat/pull/4890 for documenting the validation process for CF export, but since I've only had one full day on the rust rewrite, it's not ready for review yet.
