SWIM: Membership API should not expose full algorithm details #5895

Particularly the distinction between health states Alive and Suspect leads to tight-coupling and suboptimal behavior. In general, exposing only the distinctions between "Alive", "Dead" and "Unknown" seems like a more appropriate abstraction to build upon.
