Election: Investigate necessity of 2PC #5901

"Elections in a Distributed Computing System", which describes the Invitation algorithm that the election implementation is loosely based on indicates in appendix B Comments on the Invitation Algorithm that 2PC is necessary to ensure correctness. Given our divergence from the algorithm in the paper, it's not clear whether this requirement applies to our system, but it should be investigated and either implemented or demonstrated why it is unnecessary.
