This PR contains Azure Postgres setup for On Prem Builder. a.) Managed installation of Postgres b.) Custom installation of Postgres on Azure vm.

Agreed @mwrock. How to set up Azure Postgres instance is beyond the scope and should be omitted from the documentation. The On-prem setup is working fine without any additional changes to work with Azure RDS. So, updating the comment should be sufficient.
