correct exporters-logging-verbosity for traces logging #2

tried from tag 9 in a second branch, now jaeger shows the traces from todo-app, but still no logs https://github.com/andersbohn/opentelemetry-101/tree/log-traces-attempt2

(oh, when running on an M1 mbp )

@habmic got it to work - with help from slack - and pushed one more commit on log-traces-attempt2 - tracer was logging directly to jaeger :) - IDK how all this suits your course-repo. Maybe lock in the docker versions ? or update the assorted tags etc
