repo upload should automatically CQ-DEPEND related change lists #165

It would be nice to have `repo upload` automatically set CQ-DEPEND lines on all 
change lists from the same branch.

One of the annoyance that Chromium OS devs have to deal with is when a change 
involves multiple git repositories. When these CLs are uploaded, they have to 
be uploaded first to obtain CL numbers, then amend to update CQ-DEPEND in 
commit messages, and upload again.
