upgrade daml-on-fabric to SDK 0.13.20

Step 1 : Upgrade to 0.13.20

Include logback.xml to avoid log DEBUG spamming
Update README : dar file output from daml new project has slightly different name
avoid bundle ledger-api-test-tool.jar with the project
Rename examples to damlonfabric examples

Step 2 : Upgrade to 0.13.28 (implement party and package managements services, enable simplified authentication)

Step 3 : Upgrade to 0.13.29 (change to async package and party management apis)
