Honor the hour format preference set by the user in HA #84

Hello,

My regional settings are in French but the interface of the OS and the browser are in English. Because of this and the usage of toLocaleTimeString the rain forecast is displayed with "AM / PM".

Would it be possible to use the setting that can be set in the user profile in HA as a preference?

Same issue here, French regional settings but English language. I hope it will be fixed soon.
