Update Automated Emails #35

  1. Change old email templates as per the updates noted in the GDoc
  2. Send an email once the Status of Referral changes to 'Completed' and they have filled out the Outcome Form. Ask Anjalee for the Email Template to use for this (the client is drafting it right now)
