Function to run Sphinx from Go #26

Created startTranscription func to run sphinx. Currently logging output to stdOut.

@anoshaminai I think https://github.com/hack4impact/audio-transcription-service/pull/24 made this branch incompatible with master, shouldn't be too many merge conflicts :tongue:
