It's a dummy so far.

Implement as part of Django form
Need to save in DB activist is responsible (can be different from owner or none)
Event not viable if nobody responsible (leads to eventual cancelation)
If owner disagreed, people joining later should be asked in name_form
Maybe: Generate cron email to Armin about events nearing cancelation for this reason
