Some blocked capability reports from subframes are not propagated to the main frame and therefore are missing from the UI #367

E.g. if webgl is required and blocked in a subframe, the [webgl] capability won't be highlighted as expected in the CUSTOM editing UI, see https://github.com/hackademix/nscl/issues/10.

Should be fixed in https://noscript.net/download/betas/noscript-11.4.30rc2.xpi.
