Move not-grocy to a SPA using vue3 #3

This includes nuking SB-Admin 2.

For web, I'll use primeVue as a component library, with bootstrap bolted onto it during the transition period.

Instead of sb-admin2, I'll base the new Interface around https://github.com/primefaces/sigma-vue, which also looks 100000x times better.
