Fix Terraform Cloud issues #114

There has been a long standing issue where Terraform cloud can no longer communicate with AWS. We should fix this has it has blocked deployment of new keys on multiple occasions

Assumed resolved -- we believe it was an issue with Terraform Cloud itself.
