Examine the Judging platform #137

Currently we use Gavel as our judging platform which allows each members of the jury to vote the order of projects see here how.

However, it is free as long as we have an in-person hackathon which given the turbulent events of 2020 so far is questionable to happen, so we need to think whether to develop our own platform, or migrate to another.
