Added policies on AI and tutorials, and added forward to slack for help

The title sums up most of it - I added a specific policy in the books for AI usage so there's at least a baseline for reviewers and users alike, though it doesn't need to be firm. Most of this is my own opinion on what the policy should be, so please leave feedback for potential changes. It's also fairly wordy, I can't tell if it doesn't match the vibe of the rest.
