Cancel 4th session for 2016

At our all-hands, @hackclub/staff decided to cancel the 4th session to give us time to prep for the 2016-2017 school year.

Here's a list of what I can think of right now:

• [x] Reach out to 4th session applicants and inform them it's canceled
• [x] Notify venues we've asked about hosting us
• [x] Updating https://camp.hackclub.com
• [x] Notify hackers we didn't accept to any session

Anything to add @hackclub/camp?

We should also let all applicants that we didn't accept know that we didn't have them this semester.

@hackclub/camp: I've just opened https://github.com/hackclub/camp/pull/787 to update https://camp.hackclub.com. It's currently assigned to @ssun098, but if you want to review and merge yourself, go for it.

Also -- I just sent out an email to each of the 4th session applicants informing them it's canceled. As far as I can tell, only 1 needs to be reimbursed.

Just mailed all the hackers who weren't slotted into a session that we're not accepting anyone.

I'm all set on my end for notifying venues – don't need to do it because the discussions I've been having with people have been pretty generic.
